[arch-mirrors] IP White List Update - From TUNA Mirror Site.

I'm the admin from TUNA mirror site. We are currently facing a networking
problem with our servers. We are now enabling a new IP address as the source
address for syncing. Please add the following IP address to the white list
and do NOT remove existing ones.

- 59.66.131.247
- 166.111.69.229
